Not true.  People were indicted and convicted based on the original mandate of that investigation.  The call to indict Hillary was close and they actually wrote a draft.  The challenge was that an INDICTMENT would be tested by the grand jury and eventually a criminal jury.  

Conversely, no American has been charged with Russian collusion or conspiracy.  They've all been process crimes of misremembering or old tax cases.  This investigation has always and only been about writing a referral report for impeachment.  In the case of impeachment reports, they don't have to be tested in a court of law and that's how u can get Cohen dead to rights on unrelated bank and tax issues, have him plea to a non existent crime and implicate the president in the happy time murders.  

Also, regulations require a specific crime to investigate at the outset of a special counsel investigation.  In white water there was a crime in this case no such crime was specified.  Also, there should be no conflicts of interest.  Mueller was appointed by a gentleman who could be implicated ..for signing a fraudulent 4th for a renewal against the Trump campaign.  He himself was just REJECTED as director of the FBI.  His appointment was triggered by the illegal leaking of classified information by james comey.  He has a long substantial and lucrative prior relationship with him comey.  Rosenstein himself would be a witness in a case of obstruction (which is an impossible charge under article II).  So from every conceivable foundational angle this probe is illegitimate.
