The needle exchange program doesn’t endorse drug use. It’s goal just like the HIV/ AIDS crisis of the 80’s was to slow the spread of the virus through contaminated needles. The common theme between Regan and Pence was their “morals” conflicted with how to respond to the epidemic. That’s what you are missing. 

He can’t asked for money back because he promised HIP (Healthy Indiana Plan) will remain even if it’s repealed.

It has nothing to do with morals, it's called comon sense. Supplying junkies with clean needles and saying it deosnt encourage narcotic use is ridiculous. I don't care what the goal is the out come is easier narcotic use. 

Listen I don't have a problem with narcotics. Someone wants to shoot up go for it, just do it at home and don't ask me to pay for your treatment when your done, and for damn sure don't ask me to pay for you supplies to do it lol. If that's your definition of selfish then by golloy your selfish because you won't provide me with free smokes today at work! Oh and I want free lighters it's not fair that I have to buy those. By gosh you better pay for my cancer treatment one day.
