Anybody who wanted to immigrate to the US could until the 1880s. That was when we first tried to stop Chinese people from coming.

There's a significant contextual difference between the conscious decision for more immigration during the countries infancy and the current progressive decision of "dully passed laws be forgotten.  Our good feelings are more important than the safety and security of the country"

And immigration policy comparisons pre and post introduction of the welfare state, well, I don't have to tell u.
