In his defense, Francis is a white man who used the nickname Beto to make people think he wasn't white.

How about the whole story?  His name is Robert Francis O'Rourke.  "Beto" is a Hispanic slang term for the name Robert (Roberto in Spanish).  It is very possible that he had this nickname growing up in El Paso, Texas.  While he is white and doesn't have any Latino blood in him it's possible that this nickname was given to him since he was a child.  There aren't a whole lot of white people in El Paso.
