Getting people to commit to a part-time team in those numbers in either city seems highly unlikely.  The NFL is a novelty in London, so people go for the opportunity to see the NFL.  Not the Jaguars.  If the Jaguars moved half their games there, or even all of them, that season ticket base of people willing to go watch the garbage we've had to endure over the past 20 years will be microscopic.  American football is nothing more than a curiousity in London.  It pulls in expats who are fans of every team in the league, and the looky lous who just want to see a game.  When that wears off, and the reality sinks in, fans will find better things to do with their time.
