If they were using arrest warrants, WHY THE HELL didn't hey have them arrested?

The Transportation Security Administration confirmed to Fox News on Friday that it allows illegal immigrants to use arrest warrants as an alternative form of ID to board airplanes.

Goodman doesn't know those documents are for civil arrests and not criminal?

That aside it does seem ridiculous that this is legal and has never been looked into. Why even issue them if they're not going to be enforced? There is so much fraud, waste and abuse in this country.
