Sadly, the Jaguars are far from playoff contention this year.
However, now that we are officially past the midway point of the season, I figured it might be good to start the monitoring for draft position next April.
The worst teams record wise as of today, and links to their schedules follows

If you assume Mariota is the top ranked prospect, it appears among the teams listed, at least four would likely draft him if they picked first: The Jets, Tampa, the Tacks, St. Louis.
Since Oakland and Jacksonville both have promising rookie QBs, they would most likely try to trade down if they got the top draft spot. Atlanta, with Matt Ryan under a big, long term deal, would also likely deal down too.
The wildcard would be Jamies Winston.
If he declares, his performance and physical tools would seem to warrant top 5 consideration by teams. However, because he has had so many off field issues, his stock may be suppressed somewhat.
What makes you think the Jaguars would want to use their first pick on a quarterback again? It is crystal clear we just need a quarterback for depth and our first rounder, regardless of the pick number, will be used to fill an urgent need. It also would make no sense to value Marcus Mariota as a top five pick just because the media made up a silly prediction.

I just dont see mariota as that great of a prospect.

Please re-read my post. I did not say the Jaguars would be interested in Mariota or any other QB.

The implication was clear, but I will be explicit since you missed it.
Since the Jaguars have a highly drafted promising rookie QB in Blake Bortles, should they land the top spot, they would not be interested in any QB. They would most likely trade down for multiple picks, presumably to be spent at positions other than QB.

That is the big question.
There are arguments to be made for both possibilities.
Right now, I'd say no.

Though I think he has issues with accuracy, and though I think they are similar type players (tall, mobile, strong armed). I think Mariota is a better passer at this point than Kaepernick was coming out of Nevada.
Why do Mariota and Kaep have such small heads? Their heads are inproportional to their bodies.
Bullseye, other teams will not trade up to #1 for Mariota. So even in a trade down situation, you are talking about the wrong player.

Winston should be the guy that everyone goes after. It'll just depend on how many folks get scared away from his off the field issues. And it'll be interesting to see if he can stay out of trouble between now and the draft. 10 bucks says we get a DUI or a some sort of drug related issue between now and then.

If you're limiting to drugs or DUI between now and the draft I'd take the bet.
As for draft position, I really hope we're not in the top 2 because that likely means Blake didn't get it together all year. What I want most from this season is to see just one or two great games from him and no more awful games. If we get that, I think we can approach .500 the rest of the way.
I think Mariota definitely has a shot at being the first overall pick. If it weren't for the fact that Oakland and us have two good young QBs it would be an assured thing. Indeed this year is a rarity to me because I don't remember the last time a draft had a promising QB with the first two not in a position to take him.
As for MM he has everything you want. I remember from looking at him a lot last year that he has a strong arm, can be accurate mid to deep, and has jets attached to his legs. Also, his character is beyond reproach by all accounts. His only issue is pocket presence, but he has improved... Anyway I need to look at him again this year. I think he will probably end up with the Titans, due to draft positioning and scheme fit which I would be happy about... more elite QB play in the division, the better.
