I dont remember any team negotiating with the #1 pick a month before the draft. most of the time you hear that about a week bor two at most efore the draft itself.

The only one that I know of is Cincinnati when they drafted Carson Palmer. They had the #1,, and they got the deal done with him a while before that draft (IIRC).
That's the only instance I can remember like that though.
I am sure Goodell "encourages" the teams to not announce any deals prior to the draft. Don't want to steal Lord Roger's thunder on draft night.
