They don't really say that. There are two seperate cliches there - "This guy is a sleeper pick" and "He is shooting up the draft boards." They are not about the same player.

Quote:"He has a high ceiling."
 

Add "high floor"

 

And the ever ambiguous and completely arbitrary "tiers"
"He's a little bit of a project, but.."
My favorite from mayock

"this guy just flat out makes plays"

"He won't run a great 40, but it won't matter because coaches love his football speed."
He does everything well but nothing great.

Love what this kid brings to the table.

Not sure his skill set will translate.

You made a reference to Welker only playing for future HOF QB's.  That openned you up for a reply about Wes Welker, who was a very good receiver in Miami before he went to New England after Miami wouldn't resign him due to injury concerns IIRC.  

 

So yes, a "Wes Welker" type guy is usually used in every WR who is under 6' and expected to play from the slot.  I don't understand that though because Welker does plenty of damage on the outside.  He's a very underrated route runner and great at creating seperation.

There is another cliche - "He creates good seperation."
"He is undersized for a defensive end and will be an outside linebacker in a 3-4 defense."

 

The problem with that one is some "undersized" defensive ends keep playing that position in the 4-3 until they get new coaches who prefer the 3-4.

He is the first one in the building and he is the last one to leave.
