Does every 3rd and long need a 1 yard pass and the hope of YAC?

I get Bortles is a risk but got to at least make the Rams play the pass.

It was a fast pace early on. Seemed like before I could track a drive the box score changed.

Ok we need a plan of attack on offense. Not liking this.
