Bortles' main problem this year hasn't been his decision making. It's been his execution.
Your first statement goes without saying. It was the decision combined with the down and distance and field position. His execution has been off but I think that has been due more so because of the lack of running game.

Many fans underestimate the importance of a balanced attack. If we could run the ball, there would not be nearly as much pressure on Blake Bortles to force it and make bad decisions.

This. We've had a qb or two short on smarts, Bortles isn't one of them.

Its hard to judge decision making and execution as two separate things as they both have big influences on each other.
For instance a good decision turns into a bad one quite quickly with poor execution.

A good decision will be a good decision regardless.
Bad execution will turn a good decision into a bad play.
Everything starts from the mechanics. If you can't trust your arm it taints everything else you do. Confidence/Decisions/Executions all suffer greatly if you can't trust your arm to make the throw.

And good execution can turn a bad decision into a good play. If its a bad decision but is executed perfectly and works, is it still a bad decision?

Decision-making and execution are different. Blake can make the right decision, but somehow throw a duck. He might choose the right play, but not communicate it properly. Sometimes a receiver is wide open and the QB does not see a DB or LB until after he releases the ball.

Luck turns a bad decision into a good play.
If executing something properly works, the it was never a bad decision to begin with.

The opposite also happens. Bad luck turns a good decision into a horrible play. Example A: Last year Julius Thomas slipped on the turf when he was wide open. If he had stayed upright, it would have been caught. Instead it was picked off.

Guess its like the saying "if something is stupid but works then it isn't stupid"
Throughout the last few drafts I've had a good instinct on who I wanted. It's one of those complete luck things where I take a liking to someone based on instinct, but it's shown true.
In the 2013 Draft.
I really didnt want Luke Joeckel - I felt playing with Matthews and such a mobile QB overvalued him. I really wanted Ziggy Ansah, I just liked his play, alot!
2014
I really did not want Blake Bortles - I remember making a comparison to Gabbert about him - Not due to style of play but the fact they was projected to be drafted based just on measurables and I dont like 1 season risers in the draft - They never work out in my opinion. Who did I want - Khalil Mack - Alot!
2015
Tbh I wanted either Fowler or Williams here - Probably Fowler more - So I feel I missed on this maybe.
2016
Ramsey - Nailed it.
Last year I felt I was wrong, and god I hoped I was wrong. But I dont think I was - I just don't see the wow factor - The worst part is hes gone to a relatively small college in comparison to football colleges - Then he becomes a top 5 pick - I think the sudden fame has gone to his head.
I dont know what to put it down to, I dont know if he will recover, I just really dont know what is wrong with him.

No, I just told you if doing something stupid works it's called luck.
If you do something that should work then you aren't doing something stupid. If you do something that shouldn't work then you are doing something stupid.
If you throw the ball to a wide open receiver but get intercepted because you threw a duck that came up 5 yards short, that's not a bad decision, that's bad execution.
If you throw a perfect spiral going right at your receivers number but you don't take in account the defender waiting to jump the route and it gets intercepted, that's not bad execution, that's a bad decision.
Decisions and execution are not interchangeable.
He hasn't thrown a pick six in quite a while, and a lot of his ints are coming off of tips instead of bad reads, so I'd say mentally he's improved a lot.

damn I wish you hadn't mentioned the pick 6 thing

Decision making is part of execution in my opinion.

Decisions are made prior to execution.
You make the decision, good or bad, then you execute that decision, and the execution of your decision will also be either good or bad.

Why? That was a positive comment.
If the QB does not see a defensive player before he throws the ball, I just give credit to the defense. Sometimes a bad play is not the offense's fault. Like Jedd Fisch said after Blake's first game, defensive players have jobs to do.
I think he's a smart dude, but the problem I'm thinking is maturity in the sense that he hasn't adjusted to the game yet. At this point he's got a long way to go.
