It's philosophy on 'joint practices'.
Chiefs normally don't do real full energy joint practices, so they go hard with starters against the other team in every preseason game.
Teams that do joint practices where the starters go hard against the other team, often sit the starters for the associated game.
Part of it though is also if you think each side of your team is solid enough to challenge the other. Like the Chiefs have the best QB and a top 5 defense, so that will make both sides of the team better. Plus both coaches and systems have been in place for years. So installs are easier and you are quickly getting to wrinkles and nuances. That can be harder with a true joint practices.
Jags though had middling offense last year with poor off line play and lots of questions with the new defense system. It could be hard to judge your team, scheme, etc without say a different guage/barometer for the practice reps.

Unlike most, I expect Cam Robinson to be gone next season, Anton to be our LT and it'd be nice if Walker could be our RT for the next 3-4 seasons. No, I don't think the rookie tackle will be better than Walker Little next season. Not at all. So hopefully Walker gets a lot of reps this game.
