I do not get why the team with the #1 pick would be really throwing out smokescreens about Bortles. I mean I could get it if they were throwing out smokescreens for Clowney. If another team really wants Clowney then they could offer Houston a good trade...but at this rate I haven't heard other teams really wanting Bortles. Houston saying they want Bortles just means that other teams who want Clowney will look to the rams. If the Texans really are trying to throw people off and they really intend to pick Clowney but they are saying Bortles...then they are shooting themselves in the foot and not giving any real chance at a trade.
