On a side note, the concept alone of an estate tax is atrocious.

For a married couple aggregating their exemptions, an estate exceeding $22.4 million is subject to a 40% estate tax at time of death" The government is essentially taxing something that has already been taxed to death in the first place. The fallacy in your "permanent upper class" stance is the tax dollars the government brings in from estate tax actually being used to fund lower/middle class programs. On a side note, that is why they have estate planners, who find loopholes in this garbage.
