That is really poor video and doesn't necessarily show that. I see a cop motioning to someone off screen once the crowd is pouring through the barriers and he could very well be motioning to other police officers to fall back to the next phase line closer to the building. The next several seconds of that video would be nice to have since what we see there is entirely inconclusive.

Can't get much more cut and dry than that.
I think the first several seconds would also be helpful. I hate building an entire narrative off selective editing.
