Probably, yes. 
It's year three of this coach and QB tandem and they added talent to each offseason. 
Coming out of the gate in year 3 so pathetically incompetent feels unforgivable to me.
Yes, it was largely player error, and there was a new element added to the passing game, but when the errors are that prolonged and widespread, I have no choice but to look at the men supposedly preparing these players to execute the plays. 

I also think the better teams we are about to play will hang 35-50 points on this Jaguars defense.

My concern is during the first part of the season every year we have seen the same mental errors on basic stuff. Disorganized (Billy Napier) Keystone cops level stuff.  That isn't the players.  Heck are people paying off the QC guys during practice or something?  Do we need a new coach for implementation of ?  Maybe some neutral party to tell Doug to kick a FG to make it a 3 score game with 11 minutes to play?

I really hope not, I'd rather see Hodges in there for some snaps, especially on 6 linemen type scenarios.

Hodges really needs to play some at RG. He made Fortner look fine during the preseason when they played together.
