While it will be nice, it's going to cause some pain for people. Limits will be shrunk and accounts will be closed for new charges. People will also not be able to get new accounts. It should help people who don't know what a budget is or people trying to live outside their means.

Sounds like the rules of government budgeting need to take over. If you can't spend all your money and show the statements, then the next year's budget automatically gets slashed by that amount of money.

The automatic increases need to be removed. You should have to apply for your increase. The budgets should also put a cap on discretionary spending to a small amount. The budgets should all be very detailed and any deviation should require documentation. Discretionary spending should include a high level of documentation so less is actually spent.

It will stop people from becoming slaves to their credit card debts, but they may not like having to use cash or debit cards now.

Projecting what may or may not happen if they study this and decide to take action is a slippery slope. I am in a wait and see mode.  They do need to analyze this and see what can be done. Not looking at this issue because of fear of the outcome is not productive.

Back in 2017-18 I had to go to many, many doctor appointments before I was finally diagnosed with an issue that required life saving surgery. When the flexible spending account money ran out the copays, meds and the gas for my truck for 2 hour commutes had to go on a credit card. All of that before the surgery that cost thousands of dollars after insurance paid their part. 

Not everyone with CC debt is spending it on frivolous [BLEEP].

It will happen but it's not a bad thing. MSM will probably run stories about it as the credit card companies will want to stop it. People use to use layaway and they may have to go back to that. If you didn't have money for something, you had to wait. It will suck for true emergencies but that is what people used their credit cards for.
