If you can't spend all your money and show the statements, then the next year's budget automatically gets slashed by that amount of money. The automatic increases need to be removed. You should have to apply for your increase. The budgets should also put a cap on discretionary spending to a small amount. The budgets should all be very detailed and any deviation should require documentation. Discretionary spending should include a high level of documentation so less is actually spent.
