I disagree with adding those. The 3 payroll taxes are a horse of a different color. They are different "buckets" of money and should remain separated.  

 Unemployment taxes both Federal and State are actually unemployment insurance. They are designed to for a short time allow a cushion for those people that lose their jobs not due to anything they have done. A person fired for cause does not receive these benefits. In Florida it used to be 26 weeks, not sure what it is now. If not that is gracious plenty in the terms of time. 

Medicare is a fund for U.S citizens and certain non-citizens that have contributed into the fund. Roughly, their payout is adjusted to their best input over 30 years. It also is a backstop for widows, orphans disabled. Link below should be helpful.  This is a government retirement plan/insurance plan and not a discretionary expense. Therefore it should remain separate.

Medicaid has about the same citizenship requirement a Medicare. It is not in it's current form available to illegal aliens.  It is like Medicare
