Bortles really only had one bad pass that I saw - the one that was right to the DB that was dropped...(should have been easily picked off)

 

but there was also an illegal contact penalty on the defense there  so that might have contributed

It was a bad pass, but Lee got held back so it would have been more of a 50/50 ball than a straight up bad pass.
