Im seeing a similar situation here.  However, I'm not sure that Bortles has outplayed Wilson in preseason. 
Russell Wilson’s preseason stats: 35-of-52 (67.3%) for 464 yds (8.92 YPA), 5 TDs, 1 INT. 10 rushes for 150 yds, 1 TD: bit.ly/MRHHJ3

 

Bortles this preseason: 28-of-44 (63.6%), 435 yards (9.89 YPA), 1 TD, 103.9 rating.

 

I'm not familiar with how often Wilson played against the 1s or if he played in a 4th pre-season game but Bortles stats are pretty dang close minus the rushing and 4 more TDs.
