Actually, that's exactly how it works. Team A makes an offer to Player B on Team C's practice squad. Player B's agent usually (but not always) calls Team A, tells them of Team C's offer, and gives Team A a chance to promote Player B and keep him in house. Team C either matches Team A's offer, or wishes Player B the best of luck with his new team.

 

College benders were fun.
