I'm going to assume that McCourty will not be available which is unfortunate since he would have been my number 1 target since free safety is a glaring need and the next best free agent (probably Moore) is not the same caliber player. Also, there really aren't any great free safeties in the draft. Sure, someone like Hackett may end up to be solid, but who knows?
As far as free agents who are 50-50 to be available, these are the ones I'd go after: 1. Bulaga- good chance he'll be there. They need a veteran right tackle to upgrade and provide leadership on the offensive line. If he's not available, Barksdale would be a decent alternative. 2. Cobb- Don't expect both he and Bulaga to hit the market, but if he does the Jags should pursue him. He would be a great addition to the receiving corps and give the Jags a weapon at punt returner. Ace was a big disappointment and won't return. 3. J. Thomas, Clay or Cameron in that order- Good chance that at least one will hit the market. No great options in the draft, although Williams' mediocre combine may allow him to fall to round 2. Still like him and if the Jags get an extra 2nd by trading down, I'd be fine with a combo of Thomas and Williams. 4. Rodney Hudson or Wisniewski- Still not sure about Bowanko and solid center is very important. These would be my top priorities. Don't see Pierre-Paul hitting the market and even if he does, he's too inconsistent. Also, there's a good chance that the Jags will draft a LEO in round 1 if Williams is not there (Fowler is my preference). If Cobb get's resigned, the Jags will certainly target another receiver who will be less expensive such as Royal or Washington. With this scenario, I expect the Jags to draft a linebacker in round 2 (Kendricks or Perryman) , a safety in round 3 (Hackett or another riser) and a running back in round 4, This position is so deep that a quality player will most certainly be available to add depth to that position. No way I see Gurley or Gordon being there in round 2 and even if they were, I'd take the linebacker. People forget how much Denard improved last year and Gerhart looked great at the end of the season when healthy. That's my scenario.
Don't get why everyone wants Barksdale as the fallback if we don't get Bulaga. He was not good last year and is unlikely to be an upgrade on a fully healthy Pasztor.

Those other two could be the longer term future though.
Barksdale suffered a very down year due to the play of the ORG that was cut by Tampa and played beside him. If you check Barksdale rating in 2013, it was much better and he excelled as a pass rush defender while in 2014, hew excelled as a run blocker.
Make no mistake, Barksdale is not a sexy pickup, but he is a much better option than Newton of the Texans. In today's T-U, Ryan O'Halloran said this about what the Jags will need to do to sign the Top Tier Free Agents,
"The Jaguars will have to pay 120 to 130 cents on the dollar to get some of the big guys." This is the very definition of "overpaying" in Free Agency.
Jabal Sheard intrigues me. I was a fan of his when he was up for the Draft, and I'd love to see what he could do on this roster.
I'm trying to make myself more informed and less opinionated.

Unless you are a veteran player without a ring nearing the end of your career (like Steve Smith last year), you care about money. The teams in Florida have an advantage over many other teams because taxes are lower here.

We've endured years of Ketchmanite thinking "there are no good deals on the opening week of free agency," yada yada yada. We've also endured years of zero improvement on the roster. If there is a quality free agent or two that hits the open market, who is of a relatively young age, fits our system, and represents a talent upgrade, spend the money to get him, like Caldwell said they would. Worst to 1st. Curse Reversed!

Could be a potential target as well. Can man the 5 technique and rotate with Marks and Miller in passing down situations. But again won't be cheap.
