Yeah I still am suspect about the timing, but TPD has to take the heat for this because.

 

-They never brought Winston in for questioning even after a rape kit was performed on the victim.

-They were not more active in pursuing other (potential) witnesses, which could have led to a more efficient investigation which we could have already have this case closed by now.

-Did not follow up or kept in contact with the victim after she moved out of state.

 

1. That's probably an error in their judgement, but it doesn't mean they're responsible for all of this.

 

2. You're probably more familiar with this than I am, but how do you know that to be true? How many witnesses were there? If there were no witnesses, how can you blame them for that? Witness testimony wouldn't be sufficient to close this case. They would wait until this DNA testing returned before it was ever officially closed.

 

3. Did she tell them she was leaving? The State doesn't know when everyone moves. Besides, I'm sure they're working on more cases; how would a follow-up change anything?

 

I'm not ready to hang the man out to dry, but it seems like you're trying to deflect blame.

After using tax payer dollars to collect all the evidence, it then became a matter of carving into future professional earnings of a five-star football recruit, undoubtedly highly known around campus.

 

Blackmail. All nice and legal like. When it failed push a button under the table and the floor drops out on the accuser's prey.

 

Study how a combination like the Gator-infested media works, and how the other Teddy, Roosevelt, fixed it with anti-trust legislation.

 

This entire premeditated, laying in wait, predatory, entrapment ordeal is something you'd more likely expect to see on a frontier steamboat than in a modern circumspect society.
