I thought Brennan was trash when he was coming out and he proved me right. He came from a system where Timmy Chang or whatever his name is threw for the most career touchdowns in college football history. Not to mention dude had a water pistol for an arm. You know you can watch game film and tell if a guy has a good arm or not? I couldn't name 10 QBs in this draft. I don't care what they do at the combine. I remember everyone was making this big deal about Cam Newton at the combine and how he was overthrowing everybody and that he his accuracy was terrible. He was MY first pick going into the combine and he was my first pick after the combine, apparently that didn't stop a team from picking him first overall. The only way the combine means something is if you have a DB or WR and they come out and run a 5.4, 40. Either way the combine and the Senior Bowl is a joke. Matt Jones ring any bells? Vernon Gholston? And there are many more.
i remember the 2011 qb class, the combine results helped almost every qb improve their stock. i was laughing so hard when locker was picked by the titans, i was pissed with the gabbert pick i wanted kaep in the 2nd/3rd lol me, but the funniest pick was christian ponder, i thought he was a 2nd rounder. Measurables and Athleticism will always help/destroy a qb, and for a pocket passer like carr, nice measurable, really good speed a one of the best arms in the class, the combine will definitely catapult him in the top 5, i mean gabbert, ponder and locker were picked in the top half and carr is a much polished passer than any of those and has as good of a measurable, if not better.

The combine helps with QBs too. I agree with you that game tape/on field game performance is/should be the most important criteria. GMs and scouts become risk averse in the offseason. That's why there is such an emphasis on the measurables, and guys like Drew Brees and Russell Wilson fall. Worst to 1st. Curse Reversed!
