"Top tier" players, in this context, are defined as players who will command a multi-year contract of over six million dollars per year ( my definition-not Webster's). It does not necessarily mean they are one of the top 5 players at their position, although that may be the case. Based on that definition, Odrick (8 million/yr.) and Thomas (9 million/yr) would have been considered top tier while Skuta and Parnell were mid-tier (about 5 million/yr. each).
Sorry, but there is no way that Irvin, Gipson, Trevathan or Sean Smith would be considered mid-tier by that definition even though none of them are pro bowl players (Gipson was 2 years ago).

1. Bruce Irvin - he's my best long-term pass rushing option in Free Agency. 2. George Iloka - I think he's the best long-term DB option with the possible exception of Hayward. Mid Tier: 1. Mario Williams - I'm only putting him down here due to his age. I think he's a great talent with a few more years in the tank. 2. Rodney McLeod - If you can get him here, he's a steal. Option - Dwayne Allen - He's never really panned out in Indianapolis. I think he'd fit in well on this roster. Draft: Myles Jack - I really think he's an above-the-numbers talent. Noah Spence - Wouldn't that be nice?

1. OLB/DE Bruce Irvin (I think Bradley could get him to play hard, put Fowler at RDE full-time) 2. RB - Matt Forte (star power, added dimension to offense paired with improved O-line) Mid: 1. OG - Jeff Allen (move Cann to Center) 2. CB - Sean Smith (Colvin or House to NB) Draft: 1. FS - Jalen Ramsey (starting Free Safety with ability to play CB if needed) 2. If we can snag him in the second round and he can be developed into a great d-lineman.
