Pick two upper tier and mid-tier free agents and top 2 draft picks

Now that the franchise players have been identified, we have a better idea who the Jaguars might pursue. Let's say they can sign any two players in free agency regardless of price. Who would you choose? Follow that up with two not so expensive guys and your top 2 draft picks. My choices
are: Top tier: 1. Olivier Vernon- Leo to pair with Fowler 2. Eric Weddle or Tashon Gipson- Weddle more reliable, but Gipson much younger. Either one works. 2nd tier: 1. Jeff Allen- Less money than Osemele. Looks just as versatile and allows Linder or Cann to move to center. 2. Chris Ivory- Jags rumored to be looking for someone to complement Yeldon. Won't cost as much as Martin or Miller. Draft: Round 1- Myles Jack: Thought about Irvin in free agency, but pair Jack with Smith and our linebacking corps is set with Poz in middle. If Dallas ruins this by taking Jack, go with Ramsay or Bosa. Ramsay will play corner. Bosa would be fine since you can't have too many pass rushers. Round 2- William Jackson/Kendall Fuller/MacKenzie Alexander- One of these 3 will be there. I know most have Alexander in the 1st, but some have him dropping due to lack of interceptions and cocky attitude ( I like that in cornerback). Would rather take one of these than Janoris Jenkins since we will probably only take 2 top tier guys and corner not as great a need as safety. This scenario fixes our 2 greatest areas of weakness- pass rush and free safety. We also improve our offensive line, cornerback, linebacker and running back positions significantly and should have enough money left to re-do Robinson and Hurns' contracts. I think the most we can expect is to get about 2 really good FA pieces and a couple solid guys. Just too much cap room floating around to expect anything more. I'm a bit worried things shake up like last year and we maybe land a guy like Irvin/Vernon/Mario, but can't do a ton else besides maybe a really solid piece or two along with depth FA's.

There's a LOT of teams with money to spend. To expect us to be able to come down with 3 of the best ones with there is probably 20+ other teams with a lot of cap I think would be kind of unlikely. Hope i'm wrong, we have a ton of it and can afford to spend it. No one should worry about spending too much, there is no way we spend so much to where we can't afford our guys next offseason. Second tier is going to be different for everyone, especially without any list or clear definition.
In my opinion, second tier are players that aren't superstars and won't be paid top 5 money.
Second tier would be Davon house and Skuta type guys.
First tier is Odrick Parnell Thomas. Guys who get signed the first couple of days.
