From all accounts, he is acting alone and is deliberately trying to influence the election with what, so far, seems to be innocuous. I don't think it will really sway anyone, but it is par for the course in this train wreck of an election season. Dems are up in arms because it looks like much ado about nothing, but is being framed as Watergate.
