Actually it somewhat does.  This is similar to the New England trade of Ryan Mallot a few years back.  Everyone thought that he had the potential to be a franchise QB and would be the "heir apparent" to Tom Brady, yet he was traded away and he's still a backup today.  McCarron might have the potential to be a franchise QB, yet the Bengals were willing to trade him to a division rival.  The Bengals also wanted to unload him now and potentially get something of value since he becomes a free agent (restricted) after this season.  They could have gotten two draft picks in the deal (a 2nd and a 3rd).

The point is, a POTENTIAL franchise QB is ideally what every team wants behind their current franchise QB.  The trade attempt means that another team will probably acquire him (if they want) for money instead of draft picks once he hits free agency.  IF another team signs him to an offer sheet, the Bengals have the opportunity to either match the offer or let him walk.  If they don't match his offer then all they get is a 5th round pick (the round that he was drafted in).  If they do match the offer, they are forced to pay him more money.  The Bengals don't want to pay him.
