But now it's terminated so they are stuck with Kizer.

I think their incompetence saved them here. I don’t think McCarron is going to be anybody’s savior and isn’t worth what was reportedly agreed to, especially considering where the browns will be drafting in each round.

Cincinnati was unwilling to trade him in the offseason for the same reason New England refused to trade Jimmy Garoppolo at any price. Several NFL.com analysts wrote inexperience, not talent, would make trading A.J. McCarron (who only started five games in his career) a big mistake by the Browns, citing the Brock Osweiler disaster in Houston. I agree with that sentiment, but McCarron could be an upgrade because it is the Browns.

Actually it somewhat does.  This is similar to the New England trade of Ryan Mallot a few years back.  Everyone thought that he had the potential to be a franchise QB and would be the "heir apparent" to Tom Brady, yet he was traded away and he's still a backup today.  McCarron might have the potential to be a franchise QB, yet the Bengals were willing to trade him to a division rival.  The Bengals also wanted to unload him now and potentially get something of value since he becomes a free agent (restricted) after this season.  They could have gotten two draft picks in the deal (a 2nd and a 3rd).

The point is, a POTENTIAL franchise QB is ideally what every team wants behind their current franchise QB.  The trade attempt means that another team will probably acquire him (if they want) for money instead of draft picks once he hits free agency.  IF another team signs him to an offer sheet, the Bengals have the opportunity to either match the offer or let him walk.  If they don't match his offer then all they get is a 5th round pick (the round that he was drafted in).  If they do match the offer, they are forced to pay him more money.  The Bengals don't want to pay him.

Cleveland's inexcusable failure to fax the papers in by 4:00 despite having a deal in hand at 3:55 (when Cincinnati submitted its papers to the league office) was the stupid move, not trying to trade for a QB Hue Jackson knows very well and has worked with before.

This with the story that the Browns coaching is super pissed that FO left early Monday and missed out on the Garappolo trade. Getting the feeling the people in charge in Cleveland dont know what the hell there doing.
