I agree with the second part.

If we are targeting a QB, we need to get to Green Bay's spot at minimum to have a chance at one of the top guys.

If the team is targeting a particular position/player, trading up might be necessary.

Fans hate it, but trading up got us Allen Robinson, Myles Jack and Cam Robinson.
We got Linder too in a trade up
