Honestly I wouldn't put Irsay in the same list as Spanos or Modell. Irsay spent years practically begging politicians to renovate or replace the Colts' stadium and all he got for his efforts was the Maryland legislature voting to seize the franchise through eminent domain. Ultimately they forced his hand.

I was a Baltimore Colts fan in the 1970's. Irsay was trying to move the team almost as soon as he swapped franchises with Rosenbloom in 1972. I don't fault him for wanting a new stadium--old Memorial Stadium was simply not built for football. However, he was hostile toward the city and state from day one.  Neither trusted him to keep his word, and that's why they tried to seize the franchise. I agree that was a stupid move, however, Irsay wasn't blameless. 

Khan has never operated that way.
