Depends on which specific stat line you look at.  

Jags had the highest percentage of TDs scored per redzone visit  --  A good portion of those were rushing TDs.
This chart shows that Bortles was  pretty good in the redzone in 2017, but his percentage pales to others on the top of this list - including Wentz.
