All they have to do is make the pick.  They are in competition with no one to get whoever they want.

 

If they want to trade the pick, then it's going to be the teams below them to begin pumping out the smoke trying to figure out how high they need to go to get who they want.

 

I believe they're expecting someone to inquire about the pick to take Clowney, which would happen immediately after the combine if he backs up what he's promised.  I don't think they're actively trying to fool anyone, they're just sitting back in a very comfortable position to see how it all unfolds.
