Let's reframe something: if you are counting on backups to win games then you either should be starting the backup, or you have a true franchise guy ahead of him.

Backups like Minshew don't win games, the best you can hope for is they do their part to let the team win. The Jaguars already have a QB that won't win games starting, so Minshew not winning games isn't a problem so much as that it looks like he doesn't have the ability to even be a decent game manager. He has the look of a "at least he didn't turn the ball over in his 15-27 for 143 yards performance," guy.
