Normally, they put the transcripts of these conversations on a server that people in the State Department can see, because it helps them do their job.  This one was moved to the top secret secure server.  Why this one?

This whole thing is like a bad movie sequel where the big star from the original (Putin) doesn't come back so they get a different, less accomplished, actor to step in as the replacement in almost exactly the same role.
