That means every team who had a rookie QB starting last year has to draft another one, because none of those rookies are established franchise QBs. Is Kyler Murray an established franchise QB? Daniel Jones? No. So according to your rule, the Cardinals and the Giants have to draft another one this year? Is that what you mean?

My opinion is, if you have a QB on your roster who has a chance of becoming a franchise QB, you build the team around him. You don't waste another first round pick on a QB unless and until you find out for sure you don't have one on the roster.
