My opinion is, if you have a QB on your roster who has a chance of becoming a franchise QB, you build the team around him.  You don't waste another first round pick on a QB unless and until you find out for sure you don't have one on the roster.

I like GM but he has a small chance to ever be a franchise quarterback. If Tua is available at 9, the Jags would be foolish to pass on him. Saying that picking a quarterback with a pedigree like Tua's would be a wasted pick is ridiculous.

There's nothing wrong with that opinion; I'm just arguing with your rule that unless you have an established franchise QB on your roster, you should spend a high draft pick on another QB.  Suppose we draft Tua.  After one year, do we know that we have an established franchise QB on our roster?  There's no way to know that after one year.  So then if we follow your rule, we would draft another one the following year.  Lather, rinse, repeat.  When do you stop and allow your young QB to develop, by supporting him and building a team around him?  

Again, if you think GM is not the guy and Tua would be, there's nothing wrong with that opinion.  It's the rule you made that I'm arguing with.
