Several countries have adopted much more extreme measures to protect their population than did the US under thr Trump admin. 

I sat on his tiny little hands and then took a few half measures. People have died as a result.

I have no idea whether or not those articles (all three discuss the same non-released document) are accurate or not. I'll let you address FSG's comments on that matter.

I will say that the USA has a different governmental structure than other countries, and that individual state governments are in charge of "measures." Would you rather have Trump act as a dictator and override the state governments?
