Actually, people who understand economics and tariffs understood the point he was making. It is the people who took him literally that are lacking mental capacity.

Maybe you don't understand tariffs. Tariffs are a tax on imported goods that are paid by the consumer.  Mexico does not pay the tariffs. 

And as far as not taking him literally, I laugh when people say that.  Has anyone ever told you, "I didn't mean that literally."  I've heard that lots of times, usually when someone breaks a promise.
