It's a run-of-the-mill ugly divorce, with parents fighting over custody, all told from the perspective of a drug addict.  
And it has nothing to do with grandpa's ability to lead the government.

Except the non druggies didn't allow him to be around his niece alone. They even have gone as far as telling and discussing with him that he was inappropriate with her.
