While I understand what you're saying all he really did was tell us he could pick a QB at the top of the draft...or he might not. He gave us information but left it at the typical pre-draft smokescreen GM talk.
We could take a guy early or we may pass it up because we don't think there's a franchise guy...but we hope we find that guy. We could take a developmental guy later in the draft...or we might not. I loved how Caldwell worded what he said, it was a good read. There are many ways that you could take the information he gave. It really covers all sides of his options..just as it should at this point.

That's pretty much the gist of what he's saying. Like it or not, sometimes you have to buy your time until you can get the right guy. Even if it means holding on to guys like Henne while you continue to pursue your QB of the future.
This we are in complete agreement with. Most definitely with your first sentence. I used to be on the take a QB bandwagon but if you don't think that guy is either a franchise guy or good enough to get things done when you need him to (Wilson in Seattle, very good fit for what that time is doing, has certain abilities that are special) then you don't take him. Personally I don't think you take a QB in the top 3 unless you feel he's the guy with little certainty because you are passing on so much potential talent in the top 3 of most drafts. You have almost anyone available to pick from and you cannot force a QB in that situation. That's the beauty of the draft and scouting, there is so much involved in the process and who/when you pick them.
If Dave doesn't have confidence in the top QBs I sure as heck hope he leaves all his options open and if he thinks the team is better off with a different guy (Clowney, Mack, whoever) then he takes them. The more talent you add to this roster the easier it will be for the QB you pick to play well. Wilson is a good QB but does anyone really think that if he landed on the Raiders he would have taken them to a Super Bowl? That roster is loaded with talent from all rounds of the draft. If Caldwell feels the best option for this franchise is to stockpile talent and find the QB at a later time (whether that is later in this draft or in next years class) then I will be OK with that. Personally Bridgewater is the only guy at the top of the QB crop that I would take and feel confident in his ability to be a top level QB. Obviously the others may get there or may be that guy but Teddy is the one I feel confident about.
Who could blame Caldwell for not taking a QB that he doesn't have confidence in? His job is on the line with that selection.
