Yeah Garrard threw INTs at a clip that was laughable sometimes really. But 07 he captured lightning in a bottle. Think he had 3 INTs the whole year.
Bortles also threw a lot of picks and had quite a few dropped.

And yeah, I'd probably put them in the same category. But I still think Garrard was a better QB.
Which I guess is like picking the best looking ugly one or whatever, but yeah.
