That has always been true, for the entire history of democracy.  With a few very rare exceptions.

When you think about it, our entire system, governmental and economic, relies on people operating in their own self-interest.  That's the best system, because it relies on human nature.  History shows that any system that relies on idealism or altruism is doomed to failure.
