If you listened to Meyer on GMFB he said we had to sign Cam with emphasis added. 

I don't have to agree with it but the one thing he said was left to fix was the TE room. The rest appears to be BPA. They must not like what they saw in FA and/or not believe they can get someone good in the draft.
