They are not forcing anyone to get a shot. They are forcing teams to prepare for contingency should an outbreak on their team (or their opponent's team) occur. So long as a team has enough players to field a gameday roster, no penalty will be incurred.

They are pretty much forcing the players to get the vaccine without actually forcing them. They can't force them but they can make their lives hell and turn up the pressure until they give in and get the vaccine.

"pretty much forcing" is not the same as "forcing". Any 1L student should be able to help you with that distinction.

This is just like my mortgage servicer pretty much forces me to send a house payment every month. I can choose not to send the payment, if I don't mind the possible consequence (financial penalty, loss of house, credit rating damage, etc). I like my house, I like my credit rating, and I like not having to pay penalties, so I voluntarily send a payment their way rather predictably. If I opt not to send payment this month, they are not forcibly taking money from my account to keep the loan current. After a few months of not paying, they may make my life hell and either convince me to pay voluntarily or legally force me to pay.

There are so many accomodations along the way before a player is penalized for their choice that I think folks are getting their shorts in a wrinkle over what will likely never realize.
