First, the salary cap raise is directly proportional to the league's revenue growth so it shouldn't affect the Jags profitability.

 

Second, teams have to spend to the 89% threshold over a four year period, that started last year. So really they don't have to spend big until the 2016 season FA cycle. By then they could easily have 100 million in bonus roll over cap room if they stay with the mid level/opportunistic FAs. Which is fine to me because that's probably when our draft and develop philosophy will really be booming if done right. 

 

Lastly, the only penalty for not spending to the 89% cap is that you have to pay the difference out evenly across the players on your roster. No fines, no draft pick loss, no other penalties...so while spending to the cap will probably happen I don't think teams are going to massively alter their team building philosophies just because of the 89% rule.
