I think it means he's trying really hard to make something happen, and as a result, he's forcing the ball to receivers that aren't always open.  

He'll be better when he's on a better team.  Right now, he's in the worst situation possible for a rookie QB, and as a result, he's trying to force things, and that leads to interceptions.  

At least, that's my operative theory of the moment.  It's always possible that he will be a bust, but I don't see it that way right now.  To me, he passes the eyeball test, but he's just trying to force things.  Which is understandable, given the situation.

He's a rookie QB on a really bad team, with bad players and bad coaches.  That's all it is.  The other day, the Bucs lost all their starting WRs and RBs for various reasons, and as a result, the greatest QB of all time put up a big fat 0 on the scoreboard.  It takes a whole team to have success in this league.  Not just one player.
