There could be some pressure on minority candidates to not go through sham interviews.  From organizations like the Fritz Pollard alliance, for example.

There could be. But if the Jags invite three minority candidates to interview, and they all decline the interviews, you'd think the Jags could point to that and said they had done their best to follow the rules. Awfully difficult to prove something is a "sham" interview.
