I don't know what Baalke did in those 4 years. Maybe his contract was such that he could sit on the beach and make the same amount as if he had been working. Maybe he made it a learning period and he prepared himself for the Jaguars job.
Fact of the matter is he's been employed as a Jag for a mere 15 months and he's made some definite upgrades to the roster. He'll likely continue that while collaborating with Pederson.

What upgrades? Again, he absolutely does not get credit for Lawrence, Cisco, Little, or Campbell imo. Those were draft picks that WOULD have gone higher had they not suffered ACL injuries (obviously not Lawrence). We don't know how any of them will do. Campbell has looked good in zone the second half of the season. Cisco and Little are still question marks. But, again, they were all going to go higher in the draft had they not been injured. You can't just reach for injured players and get an attaboy.

And what did he do in free agency? Not a thing. I'm not sure why you're defending him so hard or saying that Spielman is worse. Baalke pushed Harbaugh out and hasn't had a coach last more than a single year since then. Jim Tomsula, Chip Kelly, Doug Marrone, Urban Meyer. He is known to leak information and does whatever he has to do to save his own [BLEEP] at the expense of others. The fact that no one wants to work with him has to speak volumes.
