The U.S. (Air Conditioning heating and solar maintenances ) and Russia (engine maintenance and propulsion) shares responsibilities of maintaining the Space Station. Since the ISS only hovers above the U.S. and some parts of Europe, Russian residents wouldn't be affected so let it fall. Now the likelihood of Russia actually cutting said power, it's simply another threat from a Communist Country. Time Will Tell. NH3...
